Focus Area 2

The rehabilitation and reintegration journey of drug abusers and offenders is often fraught with challenges. At the same time, children and families are impacted by their loved one’s offending / drug abuse behaviour and incarceration.
A whole-of-community effort is required to strengthen efforts to prevent offending and re-offending, and build the community’s resilience against drug abuse. Thus, the Ministry of Home Affairs (MHA) fosters strong partnerships and collaborations with Malay/Muslim Organisations (MMOs), and various community groups and stakeholders, to build a cohesive ecosystem of support to address the community’s challenges in drug abuse and offending , in a culturally-nuanced manner.
Focus Area 2 is led by Associate Professor Muhammad Faishal Ibrahim, Acting Minister-in-charge of Muslim Affairs and Senior Minister of State, Ministry of Home Affairs.
Lead Agency
The Ministry of Home Affairs (MHA) is the Lead Agency for FA2. Together with the Central Narcotics Bureau (CNB), Singapore Police Force (SPF) and Singapore Prison Service (SPS), MHA works closely with various community partners to drive FA2 efforts.

Our Partners
FA2 partners include various public agencies, MMOs, mosques, and other community stakeholders such as desistor support groups.
Upstream Drug Prevention Efforts via the Dadah Itu Haram (DIH) Campaign

DIH was launched in April 2017 to galvanise mosques to engage the public on the harms of drugs from a faith-based angle. To date, all mosques support DIH through efforts such as displaying DIH banners within mosque premises and organising DIH-related activities.
Preparing offenders for reintegration back to the community
Faith-based counselling by the Family and Inmates Throughcare Assistance Haven programme under MUIS (FITRAH), Pergas, the Indian Muslim Social Service Association (IMSSA), Mawar Community Services (MCS) and various mosque and asatizah partners.
Halfway House programme by Jamiyah, Pertapis and Persatuan Pemudi Islam Singapura (PPIS). People’s Association MESRA partners with the agencies to provide the ‘SHIOK Series’ workshops to the halfway house residents, covering practical topics such as handyman skills and financial literacy.
Case Management support by FITRAH and Association of Muslim Professionals (AMP).
Supporting ex-offender’s desistance journey in the community
Faith-based befriending and network of prosocial support by FITRAH, in collaboration with mosque and asatizah partners.
Faith-based classes and network of prosocial support by MCS and IMSSA.
Recovery support groups led by desistors, such as NISA Hope Network, HUFI, and Agents of Change.
Supporting children and families of offenders and ex-offenders accordion item
Collaboration between FITRAH and the Yellow Ribbon Community Project (YRCP). Under this initiative, volunteers visit offenders' families and link them to suitable support services offered by various partnering organisations.
Family Excellence Circle (FEC) programme by Mendaki. FEC consists of group work and casework support for families to build the family’s resilience and help them develop problem solving skills.
Family and parenting programmes by Bapa Sepanjang Hayat (an initiative under DadsForLife), BapaHebat SG and New Life Stories.
Financial and prosocial support for children and youth by Harun Ghani Education Fund (HGEF).
Youth mentoring programme by 4PM.
Building A Stronger Ecosystem via the MMO Rehabilitation Network (MMORN)

The MMORN was set up by MHA in November 2021 to foster closer collaboration among MMO partners, including non-MMOs and other community partners, to strengthen efforts to prevent offending and re-offending in the community.
The MMORN organises various initiatives throughout the year, including learning journeys, an annual Korban Distribution event, and an annual Forum. These initiatives foster closer collaborations and partnerships, and provides platforms for more community partners to contribute their resources towards supporting ex-offenders and families in the community.
The MMORN launched three ‘Next Lap’ Project Groups in September 2024 to implement ground-led initiatives to address gaps and underserved needs of the community.
Initiatives and recommendations from the Project Groups include localised outreach activities for youths, a programme to support families from the point of arrest of their loved ones, and a Recovery Hub for ex-offenders to regain their footing and build their prosocial capital in a safe and conducive space.
MHA will work closely with the various MMO partners to implement the initiatives in a sustainable and impactful manner.
