Islamic Religious Council of Singapore (MUIS)

MUIS is a statutory board under the Ministry of Culture, Community and Youth (MCCY). The role of MUIS is to see that the many and varied interests of Singapore's Muslim community are looked after. Its key functions include the administration of zakat, wakaf, Haj, halal certification and other activities related to the socio-religious life of Muslims in Singapore; the construction, development, administration and management of mosques, the development and administration of Islamic education and madrasah; and issuance of religious guidance to the community.

Key Flagship Programmes

Zakat and Financial Assistance

Administers zakat collection and disbursement in Singapore, and provides financial assistance and support to eligible individuals and families.

Mosques and Religious Programmes

Supports the development and administration of mosques in Singapore, which provide religious, educational and community programmes for Muslims.

Islamic Education and Asatizah Development

Oversees and supports Islamic education in Singapore, including full-time madrasahs, part-time Islamic education, and the development and recognition of qualified asatizah.

Religious Guidance

Provides authoritative religious guidance for Singapore’s Muslim community, including fatwa, irsyad, khutbah and guidance on religious matters.

Haj

Administers Haj matters for Singapore Muslims, including Haj registration and allocation, and works with relevant partners and authorised travel agents to support pilgrims in preparing for and performing the Haj.

Wakaf and Islamic Legacy Planning

Administers wakaf (Islamic endowments) in Singapore and supports initiatives that enable Muslims to plan their legacy and contribute towards the community’s long-term needs.

Halal Certification

Administers Singapore’s halal certification system.

Working with M³+

MUIS contributes to M³+ efforts across key focus areas, including support for marriage and family life through Bersamamu Development Cluster, and Cinta Abadi; support for vulnerable families and individuals through FITRAH and PELITA; and the empowerment and mentoring of youths through NEXTGEN Youth Symposium and other youth engagement initiatives.
